Ran into this bug while building a large transport ship to move all my stuff from one base to another. I had built a loading bay to drive my rovers into and lock them down using landing gears built into the floor. But for some reason, the ship wouldn't turn anymore. I thought it had just grown too large for it's gyros to work, so I kept adding more to no effect. But the moment I unlocked my rover from the loading bay, my ship could spin like a top. I tested it with non-wheeled vehicles locked with their own landing gears and it seemed to work just fine. I'm guessing either it's an issue with wheels, or because the transport ship was using it's own landing gears to lock the rover in place, the game thought it should disable it's own gyros instead of the rover's. The ship could still move with it's thrusters, just not rotate using it's gyros.
